# Primust > Primust is the agentic clearinghouse: a read-only, non-custodial Action Clearance and offline-verifiable evidence layer for consequential AI-agent actions. Primust checks an agent action against its authority and a fresh system-of-record receipt where one exists. It settles the result into signed evidence that the next person, workflow, or agent can verify and build on. Every clearance answers four questions: - Scope: what the agent was allowed to do. - Prompt: what the agent was asked to do. - Statement: what the agent said it did. - Outcome: what the authoritative record shows actually happened. The signed credential records evidence strength and named gaps. Primust does not infer success when an independent receipt is unavailable. ## Product boundaries - Primust verifies actions; it does not execute them. - Primust never holds funds, routes trades, moves money, or requires broad live credentials. - Customer-controlled, read-only access is used for private systems of record. - Raw prompts, outputs, code, secrets, PII, and customer content do not need to leave the customer environment. - A credential proves which checks ran and what evidence was observed.
